Your duolingo forum registration isn't automaticaly transferred to duome forum so in order to join duome forums you need to register with your existing or any other username and email; in any case it's advised that you choose a new password for the forum.

When do I use không phải là or có phải là? Does it matter what kind of question is being asked?

"Không phải là" is used for negative sentences.

"...có phải không?" is used to ask for confirmation. And it works like a question tag.

"Có phải là...?" is used to ask for confirmation.
