No, it is the same idea than in English : sth terrible will happen to him.
To wish someone a great misfortune, you could use a sentence with "maudire" : Je te maudis ! Que tu sois maudit ! It is a very very strong word, and very old dated also !

In Germany StaSi is a short form for Staatssicherheit (state security). But in the Eastern Democratic Republic it was mainly about spying on their own folks - and people from Western Germany. They recruited citizens to spy upon each other. People ended up in jail without any wrong doing, just because someone blamed them of whatever.
