Articles like "a" and "the" are dropped in Latin, and we may infer them in languages that require them. "This" is a pronoun referring to a specific thing just mentioned.

I'm not yet strong with pronouns, but I believe that "Is this the state?" would be "Estne haec civitas?"

Later in the course, we will learn "Da mihi hoc vinum" (Give to-me this wine.). Vinum is a neuter noun and Wiktionary says the gender breakdown is:
masculine singular: hic
feminine singular: haec
neuter singular: hoc
