"Is there honey?" = "Чи є мед?" – the question is about availability or existence

"Мед там?" – we know the honey should be somewhere, we're asking if it is there (indicating the place) assuming it can be elsewhere.

By this logic, "that honey is there" would also be a possible translation.

The exercise is a question, and the contributors stick to the standard grammar, so "is" should go first.
Also the Ukrainian sentence doesn't have "цей" or "той", so "that" wouldn't be accepted either.

"Is there honey?" would be a possible translation if you flipped the word order around: "там мед?" which would put the emphasis on the honey, not the location. At least, that's what I would say if this was Russian, but I guess, it works the same in Ukrainian.
