I have reached level 17 of 18 in the Memrise English to Portuguese course and now cant proceed further without upgrading to "Pro"; although I can "review" previous topics. Is this to be expected? Have I reached the end of the free course? Or have thay changed it?

Sounds "normal" to me.
I heard this about the "new experience" website and new level courses with the AI stuff.
Someone said that the free course ends much earlier than the old official PT 1-7 courses provided him/her all the content.
The person couldn't even continue with the old PT courses where he left off.
I only didn't know at what exact level the free course ends.
Maybe find the two other flashcard websites on the /r/Memrise Reddit channel.
Someone likely has exported the (official) PT 1-7 courses already to a new service, if that's legal.

A bit of good news I thought I would look a bit deeper at Memrise and found the "review" option which lists some of your problem words and phrases and allows you to revisit them. Which is quite handy
Edit: when I went back to it just the now, it actually gave me an Ai conversation and a video to listen too. But then reverted back to the pay or review option. Still, I think I'll do a daily review now I know what it involves.
