Is im not accepted in place of zum? To me, it makes more sense to go into the registration office instead of going up to it.

The preposition in should be a valid alternative, but when related to movements, you'd need to use it with accusative instead of dative, as with ich gehe ins Haus (movement) vs ich bin im Haus (static location).

Thus it would be du must ins Bürgerbüro gehen.
