Your duolingo forum registration isn't automaticaly transferred to duome forum so in order to join duome forums you need to register with your existing or any other username and email; in any case it's advised that you choose a new password for the forum.

I'm still not sure about Mr Green after a quick web search.
Most suggestions I saw agree with your suggestion of "green with envy". Other suggestions ranged from "laughing myself sick" to a general support for eco-awareness.
I also saw a couple of suggestions that it signified sarcasm, though, so it's potentially a bit of a minefield for misunderstandings....Then again, our Mr Green here looks too friendly and cheerful to be involved with any particularly nasty sarcasm - just a little light daytime irony perhaps....

No idea, he's just one of the default phpBB emojis. I remember seeing lots of variations of mr_green smileys on old forums back in the day, and I guess phpBB has kept theirs around. He was the only one I couldn't find a direct Twemoji replacement for, but I felt bad leaving the li'l fella out of the redesign, so I made a custom color-shifted version of →
