When you write "stopped counting stories" do you mean that after you have done a new story your counter is not incremented or that you ran out of new stories?
I was in a similar situation as you this morning (147 stories completed) so I did three more stories to see what happens.

So the count went up.
I am using an old Android app though (old three, not the path) - perhaps that makes the difference.
For me the counting stopped halv a year ago and has not restarted irrespective of how many stores i take. So no increment at all
Perhaps in your case it would make sense to submit a bug report - I'd say that the locked counter is not an intended "feature".
It is a transient achievement. It shows up only for courses that have stories. If you switch to a course without stories the achivement will be hidden.

I'm in Portuguese, which does have stories, but it doesn't show up.

Until now, I have not cared for this discussion because I have never seen this feature.
EN-FR and EN-IT also have stories, but I also don't have this achievement (and personally I don't care)

I'm learning two languages that have stories. I've been signed up for the two languages with stories since I joined DL years ago.
I have never seen or even heard of the Page Turner achievement until today.

This reminded me that during the short period of time when the Korean course had stories, the Page Turner achievement would not show when I was learning Korean. Yet the stories I read there would increment the total count.
The first time that Page Turner showed up on my account was when I signed up for the EN->IT course and now I see it everytime I switch to Italian. I am working almost exclusively on an Android device, maybe it is a special Android feature?
When I switch to EN-IT I can also see it now.
