I, myself, don't see anything unusual about these tenses. It's just a matter of intention. Let's imagine a teacher at a classroom. He asks the children to draw a house in a field.

1. ¿por qué no dibujaste nada?
   ← asked when a boy handles an empty piece of paper at the end of the class
   
   
2. ¿por qué no has dibujado nada?
   ← asked when the teacher is walking between the children to check how each one is doing, and then sees that a boy still hasn't drawn anything
