Can 'er' be skipped in this sentence?

I believe 'er' is necessary in this case. It is the subject of the sentence. You cannot leave it out.
You can follow a wordorder similar to the English: Er is een uitzondering op elke regel.

What would be the reasoning for 'er' to get skipped?"

The original DL post seems to have been deleted. So there no longer is a link to this post from that platform.
Still the word 'er' does have a peculiar position in Dutch sentences. In many cases as a a 'placeholder-subject'.
