Why is it -ב- ולא ל?

It just doesn't sound right. When Australia is talked about as a country, one goes to it. When Australia is talked about as in the land of the country, one can be in it. So one can travel in a country, or can travel to a country. When you fly to Australia that means you came from elsewhere. You can also fly into a country, usually doesn't mean you nosedive into it, but also means you arrived from elsewhere. When you fly in Australia, you are already in the country and are travelling on the land, or around inside the country's perimeter. Obviously just a difference of prepositions are used for different languages.

Exactly. The verb לבקר requires the preposition ב when referring to places, and the preposition את when referring to people, but never the preposition ל.

Aha! So it's the verbs preposition that is why the ב.
