Do you mean "Tipps und Anmerkungen mit Kommentaren"?
Keep in mind that the meaning of "Anmerkungen" is quite similar to "Kommentare", so if you have both in the title it would sound redundant.

The topics themselves aren't any different than what one could get through Duome, however they had people's comments below them which I thought might be useful in some instances. Of course, I can't read German to know what I'm talking about to be sure they are helpful. Some of them appeared to be.

Ok, I get it now. In that case "Tipps und Anmerkungen mit Kommentaren" makes sense. One could write "Tipps und Anmerkungen mit User-Kommentaren" in order to make it more clear but I think I'd prefer the first version.
