I am not sure how or why would anyone talk through their butt, but:

Je parle = I am speaking/I speak.
Je te parle = I am speaking to you.
Je me parle = I am speaking to myself/I'm talking to myself.

But in English, it needs "about" (about my butts). Is the above safely translated to "I am talking ( to you ) about my butt ?

No - it implies you're making sounds through your butt.

To talk about your butt:
Je parle de mes fasses.
Je te/vous parle de mes fasses.
