Kuongea = to speak / talk e.g. unaongea kifaransa (you speak French)
Kusema = to say e.g. unaweza kusema hivyo tena? (can you say that again?)
In some areas, kusema is only "to say" and you wouldn't use it to talk about speaking a language. Kuongea is commonly used to talk about speaking a language.

Ahhh, sawa. Asante sana! So far I don't think Duolingo has covered kuongea at all.

According to a Tanzanian friend it's a regional thing: "kusema" is more common in Kenya, whereas "kuongea" is more common in Tanzania. But they mean pretty much the same thing.
