Lenguaje formal, ya que le están hablando de usted: [usted] recibirá.
Si fuese en lenguaje informal, le hablarían de tú: [tú] recibirás.

Yes, indeed it is! There are many "-ez" surnames, which are very common, like: Domínguez, Fernández, González, López, Méndez, Pérez, Rodríguez, Sánchez.

So, how common is it to use the last name without being preceded by señor(a)?

Very common. In college some professors used to call us only by our last name.
Rodríguez, suba a hacer su presentación.
González, su examen es un verdadero despropósito.

I thought it was a rather unpleasant English affectation.
Although, thinking back to high school, some teachers must have addressed us by our surnames.
