The term "mulâtre"

Again, I was reading a Quebecois book and one of the characters was referred to as 'mulâtre' translating to 'mulatto'. Mulatto here(among English speakers at least) is quite antiquated and offensive, like calling a black person a Negro. Is there a difference between how the Quebecois and French people consider this term? In France, would this term be considered offensive?

In France, it is no longer employed, I think. In my opinion, it could be considered offensive or discriminatory.
