I was reading a French book(well, Quebecois to be precise) and the details are sort of foggy, but two characters were discussing something and one of them wasn't happy with it. The other character then said : "Monsieur n'est pas amusé", or something like that. Is monsieur in this context used in a mocking tone, sort of sarcastically, like when someone is being haughty or bossy? Is this a way monsieur is often used in French?

yes it can be a mocking tone.
Or it could be a servant (not sure of the word) talking to his boss deferentially. Old-fashioned but it may be in use in some circle...
