Duo likes to use the present indicative of sollen to mean should, but I think sollten fits way better here. My understanding of the present indicative is that it is used to mean is supposed to; that there is an obligation to do something.

In my opinion, you are absolutely right:
man soll nie lügen = you shall never lie
man sollte nie lügen = you should never lie
