If I may...it's not a new vdeo...it's no. 196 in a series of 447 and more ;-)
And your link sends to the end of the video, not the start of the te-ka-mo-lo explanation.
Also to note ... TeKaMoLo is not a grammar rule, it's a convention/recommendation to build standard German sentences which are always good.

But there are many situations where adverbials can (and should) change place to put one or other aspect of the sentence in the focus. Some of the allowed position changes will also induce verb inversion. Such as when the time-adverbial comes first.
