Why is jeg at the end here and det at the beginning?

Don't know much about the exact linguistics, but the 'det' is merely referring to some undefined statement.
I think its position has to do with the amount of stress that 'det' requires. In Norwegian, the further to the right of the clause, the more stress the 'det' would get. Which it does not need.
In English: "I think so too." rather than "That's what I'm thinking too."

And of course, because 'det' is at the opening position in front of the finit verb (in second position), the subject 'jeg', will have to be next to the verb on the other side of it.

"Det" is first if you emphasize "det".
