Reminds me about the many Reddit achievement award posts on the /r/Duolingo channel where they only upload a picture.
Most users are flagged as deleted after 2-3 months and posts also often do get removed, only sometimes posts in a msg hierarchy seem to stay on Reddit.

Should we have some conditions for cleaning up the members list after maybe a year of inactivity, provided that they don't have any posts whatsoever (or any meaningful posts, when it's obvious - like on this particular occasion)?

Well, according to duome.eu/CuteRobot22, he was 69 days in December.
Edit: And, looking at his progress, I wouldn't try speaking Spanish to him
