I'll add to this, for those who would prefer a grammatical explanation:
De is always used as the subject of the sentence, i.e. the 'be-er' or 'do-er' of an action.
Example:
De gick till affären - They went to the store.
De är mycket vänliga - They are very friendly.
Dem is always used as the object of the sentence, i.e. the 'target' of an action (both direct and indirect)
Example:
Vi besökte dem igår - We visited them yesterday.
Hon gav dem kakor - She gave them cookies.
Both of these words are always pronounced DOM /dɔm/. You never write dom and you never say de/dem.
Note: The noun dom, meaning judgement, is pronounced /dɯːm/.

Just a note on the IPA-reader URL's given, with Astrid as a parameter.
Here on my Chrome the IPA reader does not preselect the Astrid [Swedish] voice.
So you have to set it manually. Then let it read. Must be a bug or so.

I noticed this as well, but for me it only displays the wrong voice. When I use the link and press read it uses the Astrid voice.
