Questions Answered - Option + Statistics Topic is solved

This is the point where I would like to have the "Question has been answered" option for the topic, option to be set solely by the author of the question, and that Duome had the "Questions Asked" vs "Questions Answered" statistics

For now, it's 1:1 (maintained by hand...)...that's 100% ... here's a graph...

It's a bit buggy with our default theme at the moment, though. I'll have a go at fixing it when I get a chance.

Now enabled on this specific subforum (only).

Annoyingly needs to be enabled separately for each subforum... might see if I can find a way to override that.

Edit: Now enabled for all subforums except Announcements and How-to Guides.

I dropped the "statistics" requirement so task completed, and "solved marker" is set.
