According to my experience in GER-ESP and ENG-ESP the Spanish is a good mixture of various accents. I understand that they don't want to maintain two or more courses, but I wished they would at least somehow mark the different regions. Therefore Duolingo was never my main tool to learn Spanish.

What is working for them in favor is, that everyone has a different definition of fluency or proficiency. https://www-internal.duolingo.com/learn is kind of unstable. Yesterday it worked. Today I get a "502 Bad gateway" error.
Update: After that I've got an 504 error and now it is back on air.

I am not sure, if I understand your question correctly, but in this sentence the part after wenn is a condition. In case if the condition is true, (meaning it doesn't worked out) the person whos asks doesn't know what is the right response.
